The Tamil Nadu Budget 2026-27 is a progressive and well-balanced financial roadmap that successfully combines social welfare with economic growth, said CA G. Karthikeyan, President of The Start-up Academy.
Welcoming the Budget, Karthikeyan said the Government has accorded significant priority to key sectors including healthcare, public health, education, youth development, women’s welfare, social security, infrastructure and industrial development through substantial financial allocations.
He noted that the Budget reflects a clear commitment to inclusive growth while strengthening Tamil Nadu’s long-term economic prospects.
Karthikeyan observed that the Government’s vision of transforming Tamil Nadu into a USD 1.5 trillion economy over the next decade demonstrates strategic planning and confidence in the State’s economic potential.
While acknowledging that the State’s outstanding debt has crossed Rs.10 lakh crore, he pointed out that Tamil Nadu continues to maintain strong economic fundamentals. Despite accounting for only about 4 per cent of India’s population, the State contributes nearly 9.4% of the country’s Gross Domestic Product (GDP), highlighting its productivity, industrial strength and resilience.
He said Tamil Nadu’s greatest strength lies in its entrepreneurial culture and the resilience of its Micro, Small and Medium Enterprises (MSMEs), which continue to be the backbone of the State’s economy.
In this context, he welcomed the Guidance 3.0 policy, stating that it would further strengthen investor confidence and position Tamil Nadu as a preferred destination for both domestic and international investments. The focus given to start-ups will enhance the ecosystem.
Highlighting the growing importance of emerging technologies, Karthikeyan welcomed the announcements relating to the Tamil Nadu AI Mission and measures aimed at strengthening the startup ecosystem.
He described these initiatives as timely investments that would encourage innovation, technology-driven entrepreneurship and future-ready economic growth.
He also appreciated the Government’s emphasis on digital governance reforms, including faceless services in the State GST, registration department and the complete computerisation of the mining sector.
These initiatives, he said, would enhance transparency, improve administrative efficiency, and the Government is expecting to generate an additional Rs.15,000 crore in Government revenue.
Overall, Karthikeyan said the Tamil Nadu Budget 2026-27 successfully balances welfare initiatives, industrial development, investment promotion, technological advancement and fiscal management. If implemented effectively, the measures announced in the Budget have the potential to create a strong foundation for sustained economic growth, greater investment, increased employment opportunities and inclusive development across Tamil Nadu.
