The CODISSIA Defence Innovation and Atal Incubation Centre (CDIIC) is organising a two-day Defence Conclave on the Ministry of Defence (MoD) Schemes, Srijan Portal, Registration of Defence Stores Manufacturers, and Quality in Defence Stores on 13th and 14th November 2025 at Hall B, CODISSIA Trade Fair Complex, Coimbatore.
Manoharan, Director General, Directorate General of Quality Assurance (DGQA), Ministry of Defence, inaugurated the conclave by cutting the ribbon.

Key dignitaries present at the inauguration included Rajesh Kumar, Outstanding Scientist and Director, Combat Vehicles Research & Development Establishment (CVRDE); Vinayagam, Senior Vice President, TIDCO; Sekar, Executive Director, BEML Palakkad Complex; Kuhan, Nodal Officer, Troop Comforts Limited (TCL); and Karthikeyan, President, CODISSIA.
The two-day conclave is being jointly organised by CDIIC in collaboration with Bharat Earth Movers Limited (BEML), Directorate General of Quality Assurance (DGQA), and Troop Comforts Limited (TCL), with support from the Department of Defence Production (DDP), Ministry of Defence.

The sessions are designed to provide MSMEs, startups, and industry experts with a comprehensive understanding of:
- MoD Schemes and leveraging the Srijan Portal.
- The process for Registration of Defence Stores Manufacturers.
- Quality standards and certification norms (DGQA & CEMILAC).
- Procurement and indigenisation opportunities with the Army.
- Futuristic requirements of BEML and TCL.
This event is a key platform for connecting Coimbatore’s industrial base with defence stakeholders.

The two-day event will feature a series of expert-led sessions and panel discussions aimed at enhancing awareness and industry readiness in line with the Government’s vision for Aatmanirbhar Bharat in defence manufacturing.
- Talk on Indigenisation, Procurement and Sustenance of Equipment by Army:
Officials from the Directorate of Indigenisation (DOI), DGOS (Army), will outline the Army’s procurement process, focus areas for indigenisation, and opportunities for MSMEs and startups to contribute to the domestic defence supply chain. - Talk on Government e-Marketplace (GeM):
A representative from GeM will discuss the procedures and advantages of onboarding defence suppliers, emphasising transparency and efficiency in government procurement. - Futuristic Requirements of Troop Comforts Limited (TCL):
TCL will present its evolving requirements for troop gear, textiles, and comfort products, offering industry players insights into future collaboration and product development needs. - Registration of Defence Manufacturers:
The Directorate General of Quality Assurance (DGQA) will guide participants through the process of obtaining registration as approved defence manufacturers, highlighting quality standards and documentation norms. - BEML Product Requirements:
Representatives from Bharat Earth Movers Limited (BEML) will discuss product categories, manufacturing expectations, and supply opportunities for private industries within the defence and aerospace domains. - Qualification and Certification Norms:
The Centre for Military Airworthiness and Certification (CEMILAC) will elaborate on the technical standards and certification requirements necessary for defence product qualification and airworthiness approvals. - Srijan and Srijan DEEP Portals – Government Schemes:
The Department of Defence Production (DDP) will showcase the Srijan and Srijan DEEP portals that promote the indigenisation of defence items, explaining how industries can register, identify import substitution opportunities, and leverage government support schemes. - Discussion on MoU and NDA Frameworks:
The Defence Innovation Organisation (DIO) will lead a session on partnership frameworks, emphasizing Memorandums of Understanding (MoUs) and Non-Disclosure Agreements (NDAs) to facilitate collaboration between innovators, PSUs, and defence establishments. - Government Funds Availability:
The Small Industries Development Bank of India (SIDBI) and Union Bank will share information on various funding mechanisms and credit facilities available to MSMEs and startups in the defence manufacturing ecosystem.

These sessions are designed to provide participants with a comprehensive understanding of policy frameworks, quality compliance, procurement mechanisms, and funding avenues, paving the way for greater participation of Indian industries in the country’s defence value chain.
