Officials of the Election Commission of India (ECI) announced that the process of revising and updating electoral rolls across the country will begin on Tuesday, 28th October 2025, as part of the Special Intensive Revision (SIR).

Speaking at a press conference in Delhi, ECI officials said the first phase of the revision has already been completed in Bihar, and the second phase will cover 12 states and Union Territories.

The 12 states and UTs where the Special Intensive Revision will begin from tomorrow are Andaman and Nicobar Islands, Goa, Puducherry, Chhattisgarh, Gujarat, Kerala, Madhya Pradesh, Uttar Pradesh, Rajasthan, West Bengal, Tamil Nadu, and Lakshadweep.

According to the schedule, the printing and training phase will take place from October 28 to November 3, 2025, followed by house-to-house enumeration from November 4 to December 4, 2025.

The draft electoral rolls will be published on December 9, 2025. The period for claims and objections will run from December 9, 2025, to January 8, 2026, along with the hearing and verification process from December 9, 2025, to January 31, 2026.

The ECI stated that the voter lists in these 12 states will be frozen tonight. Once frozen, no further additions or deletions can be made. Elections will be conducted based on the updated rolls released after the revision process is complete. Voters will later receive unique enumeration forms with their details.

To ensure accuracy, election officials will visit households three times for voter verification. The Commission also clarified that no eligible voter’s name has been removed from the list and that 12 types of documents, including Aadhaar, will be accepted for verification.

The Commission emphasized that thorough voter verification before every election is essential. Since 1951, eight special intensive revisions have been conducted, the last one being in 2004.
